The OSU Plant Disease Clinic tested and confirmed Southern Bacterial Wilt (formally called Pseudomonas solanacearum)  which was recently renamed Ralstonia solanacearum. 

The disease is identified and mentioned in the OSU Fact Sheet Publication F-7626 Common Diseases of Tomatoes Part II.

This bacterial problem is not common this far north as it usually does not over winter in the soil.  Apparently with our warmer winters it has started getting a foot hold in the area and was thought to be observed at the same site last year.
